Résumé

Parliamentary democracy has been stress-tested in the COVID-19 pandemic. The Parliament, as the representation of the people, must be able to work and make unpopular decisions to protect society. Only in a transparent and legitimate decision-making process is it possible to win the support of the people. Parliamentarism in the pandemic must function effectively and safely. Also important is a legally secure election of the parliament in times of crisis to have a legislator legitimised by the people.
